U.S. Energy Secretary Ernest Moniz Announces ATVM Program Improvements At MEMA Legislative Summit

WASHINGTON, D.C. – U.S. Department of Energy Secretary Ernest Moniz announced enhancements to the department’s Advanced Technology Vehicle Manufacturing (ATVM) Loan Program on April 2 at the annual Legislative Summit of the Motor & Equipment Manufacturers Association (MEMA). In his presentation, Moniz noted that the improvements made were based in large part on members’ feedback.
 
“In addition to reviewing the comments and feedback from MEMA, we took significant steps to better understand the current state and needs of suppliers, including participation in industry events and conversations with automotive component firms who have requested more information on the program,” Moniz said in his comments to 160 Summit participants. “Through these interactions, we improved our understanding of the component market and the industry’s knowledge and perceptions of the program.”
 
Moniz outlined the improvements to the ATVM program, which include:
 
Clarified Eligibility for Component Suppliers – The Energy Department has clarified a broad range of automotive component technologies that are eligible for the program, such as advanced engines and powertrains, light-weighting materials, advanced electronics and fuel-efficient tires.
 
Improved Responsiveness to Applicants – The department has updated its description of the application process, eligibility requirements and the program’s mission and goals. It also offers pre-application consultations with applicants to promote open and transparent exchange of information about the ATVM program, its eligibility requirements and loan terms.
 
Revised Application Process – The department has launched an online application portal – https://apply.loanprograms.energy.gov/ – to facilitate and improve the application process.
 
"We believe this program could be essential for our members going forward,” said Ann Wilson, senior vice president, government affairs, MEMA. “The secretary addressed many of our key concerns in his announcement. We are looking forward to moving ahead with the department."
 
In addition to his comments regarding the ATVM program, Moniz lauded light- and heavy-duty vehicle suppliers for their efforts in developing advanced technologies. He also described the research and development projects and opportunities that are the agency’s current focus.

* Karl Simon, director, transportation & climate division, Office of Transportation and Air Quality, U.S. Environmental Protection Agency;
* Chandra Brown, deputy assistant secretary for manufacturing, U.S. Department of Commerce, International Trade Administration;
* Dave Regan, vice president, federal affairs, Phillips 66; and
* Ann Wilson, senior vice president, government affairs, MEMA.
 
The first day’s agenda concluded with the Congressional Reception and Supplier Fair on Capitol Hill. The Summit opened with a keynote address by Sen. Carl Levin (D-Mich.) and a presentation by Bill Graves, president and CEO, American Trucking Association, and former governor of Kansas. Following that, members went to Capitol Hill for congressional visits following the presentations. The event concluded with a networking lunch.
