Noble is a member and has served as advisor to the Board for various Mexican Chambers and Associations like: Index, Economic Development of Chihuahua City and Cd. Juarez, Canacintra, The Borderplex Alliance, GRI, Ampip and Caprin.   

Noble is an Industrial and Systems Engineer (IIS 1984 – Honor Roll) from the Monterrey Institute of Technology (ITESM) in Monterrey, Mexico and has a Master of Administrative Science (MAS 1991) from the Johns Hopkins University (JHU) in Baltimore, MD, U.S.A.
